Getting Settled in Winter Garden

Buyers under contract in Winter Garden and new residents getting settled run into the same practical questions quickly: who provides my power and water, who picks up my trash, and who do I call for permits. The answer starts with one question: is the home inside the City of Winter Garden, or in unincorporated Orange County with a Winter Garden mailing address?

Inside city limits, the city provides water, reclaimed water, and sewer service, collects household trash with its own crews, and runs its own police, fire rescue, and building departments. Many Horizon West neighborhoods, including Hamlin, Waterleigh, and Independence, carry a Winter Garden address but sit in unincorporated Orange County, where county agencies handle those services. If you are not sure which side of the line a home sits on, check the Orange County Property Appraiser record or ask us.

Confirm and Set Up Utilities

Inside city limits, the City of Winter Garden provides potable and reclaimed water, sewer, and stormwater service. Call Utility Billing at (407) 656-4100 or visit the office at City Hall, 300 W Plant St, Monday through Friday from 7:30 a.m. to 5:30 p.m. New accounts need a valid state ID and a lease or proof of ownership, plus a deposit unless the city approves your credit check application. Electricity comes from Duke Energy, not the city: start service at (800) 700-8744 and report outages at (800) 228-8485.

City crews pick up household trash twice a week and yard waste and bulky items once a week, billed on your monthly city water bill. Appliances and electronics are collected on request through the Solid Waste Division at (407) 656-2256. Homes in unincorporated Orange County, including much of Horizon West, are generally served by Orange County Utilities at (407) 836-5515 instead, so confirm providers with the seller before closing.

Review HOA and Condo Documents

Most newer Winter Garden neighborhoods, both inside city limits and across Horizon West, have a mandatory HOA, and many gated and resort-style communities carry higher dues for amenities. Many newer communities in the area also sit inside a community development district (CDD), whose assessment appears on the property tax bill, so ask for the current CDD amount along with HOA dues. Homes on the older streets near downtown are more likely to have no mandatory HOA.

Before you commit, review the declaration, bylaws, rules, budget, and recent meeting minutes, and ask whether any special assessments are pending. An HOA estoppel certificate, which Florida law caps at $299 for a standard request, confirms what is owed at closing.

File for Your Homestead Exemption

Florida’s homestead exemption reduces your property’s taxable assessed value by up to $51,411 for 2026. The first $25,000 applies to all property taxes, including school district taxes. The second portion, up to $26,411 and adjusted each year for inflation, applies to assessed value over $50,000 and only to non-school taxes.

The Save Our Homes cap limits annual increases in your assessed value to 3% or the change in the Consumer Price Index, whichever is lower, and that cap compounds into real savings over time.

To qualify, you must own and occupy the home as your primary residence on January 1 and file with the Orange County Property Appraiser by March 1 at (407) 836-5044. If you are selling a Florida homestead and buying in Winter Garden, ask about portability and file form DR-501T with your new application. If school zones matter to your search, the Winter Garden schools guide covers the details.

On the November 3, 2026 ballot: Amendment 3 would raise the non-school homestead exemption to up to $150,000 in 2027 and $250,000 in 2028. It needs 60% of the vote to pass. Save Our Homes and portability stay the same, and people who become Florida residents on or after January 1, 2027 would start at $50,000. We will update this section after the election.

Frequently Asked Questions

Not every home with a Winter Garden mailing address is inside the City of Winter Garden. Much of Horizon West, including Hamlin, Waterleigh, and Independence, is in unincorporated Orange County. City limits decide who provides your water and sewer, who collects your trash, which police agency responds, and where you pull permits. The Orange County Property Appraiser record for the parcel shows whether it is inside the city, or we can check it for you before you make an offer.
